Familiar materials, perhaps, but cut differently this season — transformed into chemicals and chemical intermediates through processes DOE hopes can move beyond the laboratory and onto the American industrial floor.
There are classics in this collection: conventional chemicals already manufactured at enormous scale, but now imagined with different feedstocks, different economics and stronger domestic supply chains.
And there is an avant-garde: bio-advantaged chemicals designed not simply to replace what came before, but to do something better.
September is the month of the new silhouette.

Since 2017, global chemical production has risen by more than 17 percent. U.S. chemical production has fallen by more than 8 percent. That’s not a fashion trend. That’s an industrial trend. And Washington would very much like to change it.

ASPECT — Accelerating Scale-up and Pre-piloting of Emerging Chemical Technologies — does not attempt to rebuild the American chemical industry with $58 million. It goes after something narrower, and perhaps more important than the headline number suggests: the distance between chemistry that works in the laboratory and chemistry that works as an industrial process.
Not discovery alone. Not another commercial-scale megaproject. Scale-up. Unit operations. Pre-piloting. Integration. The difficult middle. The scaling chasm.
The House of AFFO
ASPECT comes from DOE’s Alternative Fuels and Feedstocks Office, AFFO, within the Office of Critical Minerals and Energy Innovation. The significance is larger than the acronym.
AFFO brings together work associated with the former Bioenergy Technologies Office and Hydrogen and Fuel Cell Technologies Office under a broader industrial umbrella that includes alternative fuels, feedstocks, chemicals and related technologies.
We’ve been waiting to see what the new house would send down the runway. ASPECT gives us one of the clearest early looks. And the silhouette is noticeably different. The emphasis is not simply on finding new molecules. It is on making promising chemistry industrially believable.

Eligible feedstocks span an unusually broad palette.
There is lignocellulosic biomass: forest residues, energy crops and agricultural residues such as rice straw and sugarcane bagasse. There is algae: microalgae, macroalgae and cyanobacteria. There are organic wet wastes: biosolids, food wastes and manure slurries. There are organic and plastic fractions of sorted municipal solid waste, biogas and segregated construction and demolition wastes. There are familiar agricultural inputs: starch from corn, wheat and grain sorghum; oils from soybean, canola, camelina and pennycress.
And there is carbon itself — waste carbon dioxide from industrial combustion or fermentation, and carbon dioxide captured directly from ambient air.
Stable chemical biointermediates derived from eligible feedstocks can enter the collection as well.
The rule is simple. Bring approved feedstocks and credible chemistry. Bring the wrong feedstock, and however elegant the process may be, you’re not walking this runway.
The Classics and the Avant-Garde
Now the products. AFFO is effectively offering two commercial looks. First come the classics: conventional chemicals with established markets.
But DOE is not interested in making the same molecule by a different route merely for novelty’s sake. Applicants have to show an industrial advantage that matters — lower manufacturing cost, stronger domestic supply chains, reduced import dependence, or meaningful market growth.
Then comes the avant-garde.
These are bio-advantaged chemicals designed to deliver superior properties or performance: greater durability, improved production efficiency, reduced toxicity or another attribute capable of creating new value. And ASPECT is not particularly interested in boutique chemistry. The general commercial benchmark is a target chemical with at least one million metric tons of annual U.S. production volume. Smaller markets are not necessarily excluded, but applicants need to make a compelling economic case for why DOE should wave them past the velvet rope.
This is chemistry by the ton, not by the vial. There are exclusions, too. Finished products such as ethanol, pharmaceuticals, cosmetics, nutraceuticals and food additives are outside the core collection. The message is unmistakable: industrial chemicals, not niche finished goods.
One especially favored look is 3-hydroxypropionic acid, 3-HP, a versatile platform chemical with downstream potential across multiple product families. DOE also signals interest in pathways capable of using or modifying existing U.S. ethanol fermentation infrastructure. That’s an important clue.\ Where possible, AFFO would like innovators not merely to invent a new industrial wardrobe, but to use the closets America already owns.

An ASPECT-supported pathway could ultimately produce intermediates that find their way into fibers, coatings, elastomers or other textile-related materials — provided the chemistry, feedstock and market case satisfy the program’s requirements.

Heat transfer, mass transfer, mixing change; separations become consequential; catalysts deactivate, impurities accumulate. Recycles begin recycling things nobody intended to recycle.
The beautiful laboratory sketch has to become a process that works under industrial conditions. ASPECT therefore creates a sequence of increasingly demanding fittings.
Topic Area 1 — Bench ASPECT supports technologies moving beyond proof-of-concept toward meaningful bench-scale and unit-operation validation.

Then comes Topic Area 2 — Pre-pilot ASPECT.

Subtopic 2b is for technologies ready to proceed directly toward integrated pre-pilot design, construction and operation.
The stakes rise. Subtopic 2b can provide up to $15 million in federal funding. Recipient cost share rises to 50 percent. And, everybody brings more evidence.

The Designer Has to Bring a Manufacturer
There is another important rule. Every project team must include an industrial partner. That’s more than administrative box-checking.
The scientist can say: We can make it. The engineer asks: Can you make it continuously? The manufacturer asks: Can you make enough of it? And the customer asks the question that has ended a thousand beautiful technology presentations: At what price?
AFFO wants those conversations to happen before hundreds of millions of dollars are committed to commercial deployment.
The designer, in other words, has to bring someone who knows how to manufacture the garment. That is why the program requires techno-economic analysis and life-cycle analysis alongside the engineering. For Topic Area 2, those models increasingly have to absorb actual operating data rather than optimistic assumptions. And DOE adds another set of eyes.
Independent engineering verification is built into the process. External, non-conflicted engineering teams can inspect facilities, examine performance, validate technical claims and confirm whether projects have reached the readiness needed to advance.

DOE is not asking: What interesting chemistry can you discover? Rather, what commercially relevant chemistry can you demonstrate convincingly enough that industry might build the next plant?
What AFFO Is Really Buying
...
It is buying evidence.
Evidence that the chemistry survives real feedstock, unit operations work, unit operations integrate, the system stays up, the economics survive contact with operating data, an industrial partner believes the product matters, and an independent engineer can look under the hood and reach substantially the same conclusion.
That is how promising chemistry crosses the scaling chasm.And that tells us something important about AFFO. The new office appears interested not simply in supporting invention, but in creating credible pathways from invention into American industrial capacity. That’s a meaningful change in silhouette.
