Ecomethanol, a special purpose company established under the leadership of Plazen, a clean energy business development and engineering firm, signed a business agreement for clean methanol supply cooperation with Taebaek City, Hyundai Corporation, Wallenius Wilhelmsen Ocean, and Euco Car Carriers at the Euco Car Carriers headquarters in Seoul on the 26th.
The business structure involves Hyundai Corporation purchasing clean methanol produced by Ecomethanol in Taebaek and supplying it to global shipping companies, which then use it as ship fuel. Taebaek City participates as a co-investor and is responsible for administrative and policy support.
A notable aspect of this collaboration is the joint participation of a distribution company and a shipping company, the end user, prior to the construction of the production facility. While new energy businesses require large-scale initial investment, the lack of established markets and pricing means that securing buyers is the key factor determining investment risk. If this leads to actual long-term purchase agreements in the future, it could serve as a factor enhancing the project's financing and investment stability.
120 billion won investment… Seeking a new manufacturing base in former mining areas
Ecomethanol plans to invest a total of 120 billion won to construct a production facility with an annual capacity of 15,000 tons in the Taebaek Dongjeom Industrial Complex. It will utilize local forest residues as raw materials and apply a dual fluidized bed (DFB) gasification process.
Currently, the integrated environmental permit, industrial complex site acquisition, and basic design have been completed, and construction is scheduled to begin in December of this year with the goal of commercial production in January 2029. The operator expects to employ 36 permanent staff members.

Rather, the economic significance lies in verifying the commercial viability of a supply chain capable of producing clean methanol using domestic raw materials and connecting it to distribution and ship refueling. If economic feasibility and technical reliability are confirmed in the initial project and expanded to subsequent production facilities, the import substitution effect could begin to materialize in earnest from that point onward.
In particular, as the decarbonization of the shipping industry progresses, there is a possibility that a low-carbon, clean methanol market will emerge separately from conventional methanol. Establishing a domestic production base from the outset can partially mitigate the risk of relying entirely on overseas suppliers as the eco-friendly marine fuel market expands in the future.

Responding to shipping carbon regulations… Potential for linkage with shipbuilding and port industries
Industrially, there are also ripple effects on the shipping and shipbuilding industries.
With the implementation of shipping carbon regulations such as the EU ETS and FuelEU Maritime, global shipping companies are being required to secure supply chains capable of reliably procuring low-carbon fuels, in addition to the vessels themselves.
Even if methanol-powered ships become more widespread, it is difficult to fully realize their eco-friendliness if the actual supply base for clean methanol is insufficient. In order for domestic shipbuilders to maintain competitiveness in the eco-friendly ship market, it is necessary to secure infrastructure for the production, storage, and bunkering of various fuels, including LNG, methanol, and ammonia.
Therefore, if fuel produced in Taebaek is connected to the storage and refueling systems of major domestic ports, the economic ripple effect could extend from fuel manufacturing to shipping, ports, and shipbuilding equipment.
In particular, if Korea's strengths in eco-friendly shipbuilding capabilities are combined with the domestic clean fuel supply chain, the possibility of establishing an industrial ecosystem leading from shipbuilding to fuel supply to port bunkering can also be considered.
Utilization of forest residues… Environmental impact must be evaluated throughout the entire process
From an environmental perspective, the key point is the utilization of forest residues as an energy resource.
Converting discarded or underutilized forest byproducts into fuel raw materials can increase the added value of waste resources. However, carbon neutrality is not automatically ensured simply because a fuel is biomass-based.
As energy is consumed in the processes of raw material collection, pretreatment, long-distance transportation, gasification, and methanol synthesis, the actual amount of greenhouse gas reduction must be verified through a Life Cycle Assessment (LCA) covering the entire process from raw material procurement to final use as ship fuel.
It is also necessary to clarify the definition of raw materials and sustainability standards so that business expansion exceeding the supply of forest residues does not burden the use of forest resources.
In order to be recognized as a clean fuel in the future international shipping market, it is highly likely that a system for objectively proving how much greenhouse gas has been reduced throughout the entire process compared to conventional fossil fuels will become more important than 'where it was produced.'
Policy support also focuses on carbon reduction and economic feasibility rather than 'production volume'
The biggest obstacle to the expansion of the clean methanol market is price. In the early stages, there may be a significant difference in production costs compared to fossil fuel-based methanol, which limits the expansion of investment solely through the private market.
This is why policy support is necessary for a certain period, but the support method needs to be designed more sophisticatedly.

If the project is commercialized as planned and leads to cost reductions and subsequent investments, it could serve as an opportunity to diversify the supply chain for eco-friendly marine fuel, going beyond establishing a new industrial base for former mining areas. Conversely, if high production costs must be offset by long-term financial support, a reassessment of its economic impact will be inevitable.
