American Clean Energy and Security Act of 2009 Passes House
By a margin of 219 to 212, the American clean Energy and Security Act of 2009 passed the US House of Representatives on Friday evening, June 26. The next stop is the US Senate where, because it is significant legislation, it will likely require 60 votes to pass. This legislation has important implications for the future of advanced biofuels, including harmonizing the definition of renewable biomass with the 2008 Farm Bill and instituting a study of “international indirect land use change” analysis to determine if this theory should be the basis of federal regulation. This bill also includes establishment of a carbon cap-and-trade system instead of a carbon user/abuser fee. Text of Bill Representatives’ Votes Congressional Research Service Summary
