by Jim Lane (Biofuels Digest) Not a Green Deal. Not a New Deal. A fresh deal for consumers who want yesterday’s prices, tomorrow’s technologies, and a government that knows how to learn.
Here at The Digest, we spend 95 percent of our days in the weeds of bioreactors, offtake contracts, carbon intensity scores, and rack blenders. But all of it—the technologies, the projects, the capital, the promise—exists inside a much larger economic storm. Consumers are rebelling against the cost of living, and with good reason. If the bioeconomy can only tell a family struggling with grocery bills and gasoline prices how many grams of carbon dioxide it has avoided, it will remain a permanent niche, forever asking for another subsidy and another mandate. The challenge is not simply to make the bioeconomy sustainable. It is to make the household economy more affordable through the bioeconomy.
...
Yet, there is no doubt what the American people were saying:
We want our old prices back.
Not a stimulus check that arrives on Tuesday only to be devoured by price hikes by Friday. Not another subsidy wrapped in four hundred pages of administrative rulemaking.
They simply want to wheel a cart through the grocery store, pick up a prescription at the pharmacy counter, fill the family car at the pump, and pay something resembling what they paid before global supply chains tied themselves into knots.
...
What we need is a Fresh Deal, anchored to a single, uncompromising truth: sustainability and affordability are not natural enemies. They are twin engines of the same locomotive, provided policy is engineered around real-world throughput rather than ideological purity.
A Green Deal asks how to make the economy more sustainable. A Fresh Deal asks how sustainability can make the economy more affordable.
What if Washington set aside the rhetorical thunder and gave itself a measurable scorecard: restore pre-pandemic affordability across the three pillars of the household budget—Energy, Food, and Medicine?
...
1. Energy: A Global Ten Percent Revolution
...
Yet sitting across the American heartland, throughout the sugarcane fields of Brazil, and across industrial centers worldwide are commercialized renewable fuels capable of supplementing conventional petroleum supplies without waiting a decade for concrete to cure at a new refinery.
Ethanol. Biodiesel. Renewable diesel.
Here is the play: a global ten percent renewable fuels standard. E10 for gasoline, and a baseline ten percent renewable contribution to diesel, powered by biodiesel, drop-in renewable diesel, or technically appropriate combinations of both.
The United States has essentially completed its domestic transition to E10. But the global frontier remains enormous.
...
The economics begin with arbitrage. Ethanol competes with petroleum gasoline blendstock, delivering high-octane molecules whose value rises when petroleum-derived octane becomes expensive. Biodiesel and renewable diesel introduce additional competition against middle distillates, drawing on soybean oil, tallow, used cooking oil, and other renewable feedstocks. When agricultural and waste-derived molecules can be produced and delivered at an advantage over petroleum hydrocarbons, the marketplace has an opportunity to turn that price differential into consumer savings.Instead of relying exclusively on the economics of crude oil and petroleum refining, fuel buyers gain a second set of supply curves against which to negotiate.
The prize is a deep, liquid, multi-supplier global commodities market.
...
At home, the next domestic step is obvious: nationwide, year-round E15, backed by a clear pathway toward higher-octane E30 blends where vehicles, infrastructure, and fuel standards permit, paired with modernized terminal rack-blending infrastructure.
Feedstocks are finite, food security must remain sacrosanct, and renewable fuels are not automatically cheaper than petroleum products. Agricultural prices can rise when fuel demand expands, and mandates can become costly when supply cannot keep pace. A blending target alone is not a magic wand. That is why the Fresh Deal measures its success in pump-price savings, refinery bottlenecks relieved, and net consumer purchasing power restored, not merely in compliance certificates traded.
...
2. Food: The 19-Cent Reality Check
Here is the most striking paradox in the American supermarket: food prices went through the roof, yet the farmer’s share of the retail grocery dollar is barely 19 cents.
Where did the other 81 cents go?
It went into the labyrinth between the furrow and the front register: food processing, packaging, freight logistics, refrigerated warehousing, distribution networks, retail operations, slotting fees, and the massive advertising budgets required to convince an exhausted shopper that one brand of rolled oats possesses a soul while the generic bag next to it does not.
...
Private-label store brands have already proven the concept. It is time to turn that retail advantage into national industrial strategy.
The USDA already possesses a potential financing engine: the Commodity Credit Corporation (CCC), an established vehicle for supporting agricultural markets and maintaining adequate supplies. Use existing CCC authorities where applicable, and seek any additional statutory authorization needed, to launch a $2 billion competitive infrastructure challenge for affordable staple foods.
...
3. Pharmaceuticals: Exchanging Calendar Time for Margin
...
Operation Warp Speed demonstrated that when clinical development activities overlap, regulatory engagement happens in real time, and manufacturing infrastructure is financed before final authorization, development calendars can sometimes be compressed dramatically without abandoning rigorous scientific evaluation. It required exceptional resources, substantial prior scientific work, and extraordinary coordination. But it proved that the organization of development itself is an opportunity for innovation.
...
Establish a voluntary Fast-Track Affordability Pathway, using existing FDA authorities where applicable and seeking additional authorization where necessary, for essential therapies, chronic-disease treatments, and high-impact biosimilars. In exchange for intensive regulatory coordination, efficient clinical development pathways, dedicated scientific consultation, and expedited review where justified by the evidence, participating manufacturers would agree to two binding conditions:
-
Pre-pandemic affordability benchmarks: Prices anchored to verified historical or comparable-treatment affordability metrics, with enforceable commitments that deliver meaningful savings to patients rather than merely lowering a theoretical list price.
-
Transparent distribution: Distribution arrangements designed to pass savings through to patients, including direct purchasing and cost-plus pharmacy models where appropriate, while addressing opaque rebate practices and ensuring that insured patients are not excluded from the benefits.
...
The Real Engine: Design–Build–Test–Learn
Now comes the institutional chorus:
What if ethanol logistics jam? What if consumers stick to national food brands? What if drug manufacturers refuse the affordability bargain?
Then you fix the design.
And then you fix it again.
Modern biotechnology and advanced manufacturing conquered technical frontiers using a foundational operating system: Design–Build–Test–Learn. You formulate a hypothesis, build the process, measure the yield, analyze the breakdown, and iterate until the unit economics work.
Washington operates on an entirely different cadence: Argue–Build–Argue–Discard. A program encounters friction on day ninety, and both political parties spend the next four years hosting hearings to determine who broke the original blueprint.
We need public policy that moves at industrial velocity. Run two-year pilot programs with appropriate legal authority.Establish transparent operational scorecards. Adjust the dials as evidence accumulates. If an intervention doesn’t move the price needle, sunset it without apology. If a $2 billion food infrastructure initiative returns $10 billion in demonstrable consumer purchasing power, scale it across twenty states.
Measure outcomes, not bureaucratic motion.
...
They are asking for a government smart enough to deploy the extraordinary technologies already sitting on our laboratory benches, in our silos, and across our manufacturing plants.
We have the feedstocks in our fields and the biofuels in our tanks. We have the agricultural capacity to feed continents. We possess the finest biomedical infrastructure ever assembled.
What we need is the commercial courage to cut the deck, throw out the stale hands, and deal consumers around the world the winning cards they deserve. READ MORE
