Industry Roundtable: Defense Production Act (DPA) Title III Advanced Drop-In Biofuels Production Project (ADBPP) Biofuels 2 Solicitation Number: FOA-RQKM-2017-0006 — March 1, 2017 — Washington, DC

The United States Department of Navy, the U.S. Department of Agriculture and the U.S. Department of Energy are co-hosting an industry roundtable for the full complement of participants in the biofuels supply chain. The purpose of the roundtable meeting is for the federal government to present details on an additional Title III funding opportunity of the Defense Production Act (DPA) to further increase domestic advanced biofuels production capacity for military specification (MILSPEC) jet and naval distillate fuels by establishing additional Integrated Biofuel Production Enterprise (IBPE) capabilities that represent a complete value chain including feedstock production, chemical conversion and processing, and fuels blending, transportation and logistics.
The Government is providing assistance to create a new Green Field facility, or expand/modify an existing Brown Field facility comprised of partnerships that establish the complete value chain. The proposed IBPE must bring online at least 10 million neat gallons of capacity to produce MILSPEC compatible biofuel to the domestic supply.
Additional general information will be provided at the Industry Roundtable regarding the DPA Title III project, USDA’s approved feedstocks, and Navy’s requirements for fuels. Federal government representatives will also be able to hear from stakeholders as to their abilities to meet such requirements and/or barriers to such success.
The government share of this Round 2 Funding Opportunity Announcement (FOA) is $55M with the requirement of a 50/50 or greater cost share from the private sector.
This session is not intended to offer government insight, nor answer direct questions and receive comments on the DPA Title III Advanced Drop-In Biofuels Production Project.
